That was just an example, and doesn't have to be exact.. as long as HOWDOWE and PIcfic Tuesday appear in you headers and tags, then you're fine.

Now if for Picfic Tuesday...if you can't make the deadline to post on the appropriate Tuesday, you can put your story up on the following Tuesday, just include the original date of the picfic in your header and of course the photo prompt in your story as well. :D
