Not giving liquor to treat the bite, but to just relax the victim so their passing might be as painless as possible. The Doctor had to take what Napoleon said at face value that it was a venomous bite, and only suggested the booze to act as a sort of sedative to help Illya. Nothing else that could be done. You also have to remember this is the 1960's and snake lore wasn't as up to date as it is today.

Granted liquor could increase blood circulation and thereby increase the effects of any venom, but not having access to medical help, it's surmised Illya was going to die. So if the liquor brought about his passing more quickly, Solo had to deal with that. As far as he was concerned the Scotch was just going to help IK feel less pain.

Unbeknownst to Solo....Illya's not feeling the effects of a snake bite as there really wasn't any...at least a venomous one. What he was feeling was strictly from the Glenlivit, as he's not used to drinking Scotch. lol.
