Okay, let's bridge the waters and concede that the word is used as both noun and verb. Apparently more commonly the noun is used in the UK, as opposed to the US where it usually used as a verb.
However, bunting is always bunting, and it is the object of the verb.
The balcony was festooned with glorious red, white and blue bunting.
I don't think patriotic bunting has ever been referred to as a festoon, it just doesn't do it justice.
