“What is the meaning of this?”  Solo blanched at the dossier his partner held.  Illya wasn’t supposed to see that.
“I … I was going to tell you about it.”
Blue eyes bore into Napoleon, reminding him again of how dangerous the Russian could be.
“Oh, and when exactly were you going to tell me you have a file on my Soviet service?”
Now Napoleon was defensive, and asserting his position as CEA seemed a reasonable response.
“I have certain privileges, Illya.  And the job sometimes…”
The blond’s expression changed into something less threatening, docile looking.
“Of course, I apologize.”

Of course Napoleon would have access to that information. He is Head of Section II and Illya is part of Section II.

I'm a bit surprised Illya would be surprised by that dossier at all. Something particular in there he would prefer to keep from his friend?

Nice drabble. It's true, given that is was during the Cold War, there would most definitely have been redacted information. It would be the same if the roles were reversed and an American had been sent to work for a Soviet organization under the same parameters as Illya had been sent.

Not the author of course, but I would say Napoleon needed it bcause he was Chief Enforcement Agent and U.N.C.L.E. did not want any surprises about any one of its personnel. I'm sure Waverly was pretty determined on that score.
