Suzanne said it with a smooth drawl and then winked.  Illya saw it.

"Did you see that?  She blessed someone and then winked, as though it was a joke.  I wonder what that's all about."

Napoleon smiled, glad to finally have a piece of information that his partner lacked.

"You've never been to the southern states?"

Illya shook his head, he was still new to America.

"She didn't mean to bless anyone.  In a certain context, it means… um… well it's a little like saying what a blockhead."

"Really?"

Napoleon nodded.

"I rather like that."

"You would."

It's a sub-language, and this phrase in this context generally has the inference that the person referred to is a half-wit. For instance:
That poor woman wore white shoes to the Christmas party… bless her heart.
Of course you say it with a smile.
