What is it about the holster that makes us squee a little?  Okay, a lot.  Here we are glorifying  peacekeeping on a global scale, and one of our favorite images is one or both of the guys wearing a white shirt and a shoulder holster.  What's wrong with us?  Or, what's right with this...

Perhaps them being sans jackets, gets us that closer to them being sans shirts etc. The shoulder holsters remind us how 'dangerous' they really are. Picturing two shirtless (or more) handsome but dangerous men; very sexy.

Hahha! It's just so delicious though!

We could meta about it and talk about how it exemplifies sleek violence. Dangerous men have always been a trope with a captive audience... but it's more than that, it's still a gentleman's version of violence. It's not brass knuckles and baseball bats, it's a polished piece of leather literally close to the chest. It's always there, sometimes hidden. Intimate.
I think it also hits on the competence porn side of things, too. A person has to be gun qualified, even (especially) in the fictitious land of UNCLE. Who doesn't like a character who is dangerous, driven, and skilled. The holster reminds us of all those things.
Also, it looks hot as hell. Black on white, perfectly tight... ;))

I think the hypocrisy is interesting too, how fiction allows us to explore things like this outside of bothersome reality. In real life, the presence of a firearm or a holster for a firearm is a super huge turn OFF for me. Even (maybe especially right now) on law enforcement agents. Doesn't matter how skilled the person is, I don't want anything to do with it or them. Actual dangerous men? No thanks. (Lol, well actual boys in general, no thanks)
But on the boys and on screen? Deeeeefinitely works. ;)

I think it's all been said above. As well as looking pretty hot, were reminded that these are dangerous men. Whether we like it or not, danger is attractive.

Its usually Illya we see in the holster, not Napoleon. Just a little reminder of how dangerous he really is, in counterpoint to the little boy good looks. Otherwise we might be tempted to underestimate how deadly he can be...
